If you install Windows 2000 either by using a Pre-Boot Execution Environment (PXE) network adapter or by using a Remote Boot Floppy Generator (RBFG) floppy boot disk from a Remote Installation Services (RIS) server, the installation process may stop responding (hang) at the
"Setup is Starting Windows 2000" screen. While this message appears, the screen may suddenly go black after a few seconds. When this occurs, the RIS installation does not continue.
CAUSE
This problem may occur if the computer's BIOS does not notify Windows of where the extra INT1A BIOS code is located. When Windows copies the BIOS code into the virtual DOS environment, Windows does not know to copy the extra INT1A codes. If the video BIOS of the display adapter calls INT1A, it jumps to a location without valid code. This causes the installation to hang.

Hotfixes That Are Listed in the [SetupHotFixesToRun] Section in the Svcpack.inf File Are Not Installed
NOTE: For these instructions to work, you must follow the instructions and modify a Windows 2000 Service Pack 1 (SP1) or later image. This hotfix requires SP1 or later. Microsoft recommends that you wait for the next service pack that contains this fix, and then integrate the service pack into the base images.
WORKAROUND
To work around this problem, you can temporary replace the video adapter with another. This might allow the RIS installation to finish. After Setup is finished, put the original video adapter back in the computer, let Windows detect the video adapter, and then remove the other video adapter.
STATUSMicrosoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Windows 2000 Service Pack 3. MORE INFORMATION
