STS: "You Are Not Authorized to View This Page" Error Message When You Try to Connect to the Site Administration Page

When you try to connect to the Site Administration page of your Microsoft SharePoint Team Services Web site, you may receive the following error message:
You are not authorized to view this page.
Also, all Netscape Navigator users and some Microsoft Internet Explorer users cannot access the Microsoft SharePoint Team Services Web site.
You do not have permission to view this page using your current user account. Please try the following:

This problem may occur if either or both of the following conditions are true:

To resolve this problem, follow these steps (as appropriate to your situation).
Method 1: Configure the Virtual Server or Virtual Directory to Use Basic Authentication in Microsoft Internet Information Services (IIS)
