SYMPTOMS

When you click a hyperlink in any Microsoft Office XP program, you may receive the following error message:

This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator.

This problem may occur when you apply the Only run allowed Windows Applications (RestrictRun) system policy on a Microsoft Windows 98-based computer or a Microsoft Windows Millennium Edition-based computer.

RESOLUTION

A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Only apply it to systems that are experiencing this specific problem. This hotfix may receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next Office XP service pack that contains this fix.

The global version of this fix has the file attributes (or later) that are listed in the following table. The dates and times for these files are listed in coordinated universal time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time tool in Control Panel.

Run only allowed Windows Applications (RestrictRun)

When this system policy is enabled, users can run only applications listed in the value data field of a particular registry key. Applications that can run and start other applications are also restricted to the applications that appear in this value data field.
