Additionally, you may receive the following error messages on the Outlook client computer: An error occurred while opening the Microsoft Exchange offline address book files on the Microsoft Exchange Server. See your administrator. Unable to download the Offline Address Book. The Microsoft Exchange Address Book could not be accessed. CAUSEThis problem may occur if you set a message size restriction.
If you set a message size restriction at the transport level, it affects both the IPM_SUBTREE and the NON_IPM_SUBTREE MAPI folders. Note The NON_IPM_SUBTREE MAPI folder includes system folders, such as the Offline Address Book (OAB). As a result of this message size restriction, the OAB is not replicated to other replica servers from the OAB generation server. If you view the message tracking log, it indicates that the a system message with a size larger then the message size restriction never replicated to the other replica servers. If a Network Monitor trace is taken on the source server during the course of the message transfer, there is a X-LINK2STATE DROP command from the source server for the message with a size larger then the message size restriction. As a result, the destination server drops the connection and a message transfer does not occur. RESOLUTIONTo resolve this problem, follow these steps:

The protocol size restriction is meant to reject messages on boundaries with other e-mail systems. These restrictions are effective for individual servers and should not be used as methods to limit the message size in an Exchange Enterprise Servers group. Administrators can set the message delivery option in the Global settings to limit and control the message size restriction across an organization that uses Microsoft Exchange 2000.
