Access violation in Msenv file notification when you build from the command prompt

When you use the devenv command-line command to build a solution, devenv may cause an access violation.

A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that this article describes. Apply it only to systems that are experiencing this specific problem.
