FIX: Dependent assemblies of referenced assemblies are copied when CopyLocal=False

SYMPTOMS

In a Visual C# .NET project, if you reference an assembly, and then set the CopyLocal property to False, and that assembly references another (dependent) assembly, the dependent assembly is copied locally.
