SYMPTOMS

The Information Store service on your Exchange-based computer may not start. You may receive one or more of the following event messages in the Application Event log:
Event Type: Error
Event Source: MSExchangeSA
Event Category: Monitoring
Event ID: 9098
Description:
The MAD Monitoring thread was unable to read its configuration from the DS, error '0x80041001'.

Description:
Error 0xc004038a calling StrInitialize in REAPI.DLL.

The System Event log may contain an event that is similar to the following event:

Description:
The Microsoft Exchange Information Store service terminated with service-specific error 0.

CAUSE

This issue may occur if the Exchange Domain Servers group does not have the appropriate permissions in the Active Directory. For example, this may occur when permissions have been applied or removed that prevent the Exchange Domain Servers group that the particular server is a member of from being able to read the routing group the server is a member of in the Active Directory.

RESOLUTION

To resolve this issue, use the ADSI Edit utility to make sure that the Exchange Domain Servers group has the required permissions in the Active Directory. Make sure that the Allow inheritable permissions from parent to propagate this object check box is selected on the Security tab in the Administrators group, Exchange Domain Servers group, and any other groups that are relevant to your configuration.

If you must, force replication among the domain controllers to make sure that the changes are propagated throughout your domain.
