This issue may occur if the Exchange Domain Servers group does not have the appropriate permissions in the Active Directory. For example, this may occur when permissions have been applied or removed that prevent the Exchange Domain Servers group that the particular server is a member of from being able to read the routing group the server is a member of in the Active Directory.
RESOLUTION
To resolve this issue, use the ADSI Edit utility to make sure that the Exchange Domain Servers group has the required permissions in the Active Directory. Make sure that the Allow inheritable permissions from parent to propagate this object check box is selected on the Security tab in the Administrators group, Exchange Domain Servers group, and any other groups that are relevant to your configuration. If you must, force replication among the domain controllers to make sure that the changes are propagated throughout your domain. MORE INFORMATION
ADSI Edit is included with the Microsoft Windows 2000 Support Tools. Install the Windows 2000 support tools from your Windows 2000 CD-ROM. After you do so, you can find more information about ADSI Edit in the Tools Help file that is located in the Windows 2000 Support Tools folder on the Start menu.
