Explorer.exe Hangs Briefly When You Shut Down Spanish Windows XP SP1

SYMPTOMS

When you shut down the Spanish version of Windows XP Service Pack 1 (SP1), you may see the following message very briefly:
End Program - Explorer.exe
Ending program... Please wait If you choose to end the program immediately, you will lose any unsaved data. To end the program now click End Now.
The message then disappears, and Windows shuts down.

This is correct behavior that may be caused by a timing issue between Explorer.exe and a dynamic-link library (DLL) in the Explorer.exe address space.
