SYMPTOMS

When you use the Component Services utility to add the Everyone group to a COM+ application role, you receive may the following error message:
One or more users are not valid.

CAUSE

This issue may occur if both of the following conditions are true:
  • You install the Multilingual User Interface (MUI) pack on a Windows 2000 domain controller.

    -and-
  • You install the update described in the following Microsoft Knowledge Base article on the domain controller:
    281454 You Cannot Apply Local Security Settings with MUI

RESOLUTION

Service Pack Information

To resolve this problem, obtain the latest service pack for Microsoft Windows 2000. For additional information, click the following article number to view the article in the Microsoft Knowledge Base:

Hotfix Information

To resolve this problem, obtain the Microsoft COM+ Rollup Hotfix 23. For additional information, click the following article number to view the article in the Microsoft Knowledge Base:

A supported fix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Apply it only to computers that are experiencing this specific problem. This fix may receive additional testing. Therefore, if you are not severely affected by this problem, Microsoft recommends that you wait for the next Windows 2000 service pack that contains this hotfix.
