When you upgrade from SQL Server 7.0 Service Pack 3 (SP3) to SQL Server 7.0 Service Pack 4 (SP4), client computers cannot connect to the SQL Server 7.0 server through sockets or TCP/IP, and they receive the following error message:
SQLState: '01000' SQL Server Error: 10061
[Microsoft][ODBC SQL Server Driver][DBNETLIB]ConnectionOpen (Connect()).
SQLState: '08001' SQL Server Error: 17
[Microsoft][ODBC SQL Server Driver][DBNETLIB]SQL Server does not exist or access denied.
A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem.
If the hotfix is available for download, there is a "Hotfix download available" section at the top of this Knowledge Base article. If this section does not appear, submit a request to Microsoft Customer Service and Support to obtain the hotfix.

To work around this problem, add the account that is used to run SQL Server 7.0 to the local administrators group.
Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
The following error message also appears in the SQL 7.0 Server Errorlog files:

ods Operating system error 10013., An attempt was made to access a socket in a way forbidden by its access permissions.
To prevent other sockets from being forcibly bound to the same address and port that the server-side socket network library binds to, the server-side socket network library in SQL Server 7.0 SP4 uses the SO_EXCLUSIVEADDRUSE option. However, to acquire exclusive access to the socket, the SQL Server application requires local administrator credentials. Therefore, if the account that is used to run SQL Server 7.0 SP4 does not belong to the local administrators group, this error occurs.
