This hotfix is a built-in component in MCMS 2002. You do not have to apply this hotfix on computers that are running MCMS 2002. MCMS 2002 Service Pack 1 includes more fixes for MCMS performance-related issues. You can apply MCMS 2002 SP1 to help solve this type of issue.
