RESOLUTION

Run the Windows Small Business Server 2003 setup wizard from Disk one or the Add/Remove Programs in the control panel.
Set Server Tools to Maintenance. Set Monitoring to Uninstall and continue the setup process.
 
Go into the control panel and remove the SBS Monitoring MSDE Instance using Add/Remove Programs.
 
Rename the C:\program files\Microsoft SQL Server\MSSQL$SBSMONITORING Folder for backup.
 
Reboot the server.
 
Run the Windows Small Business Server 2003 Setup Wizard, set Server Tools to Maintenance. Set Monitoring to Install and continue the setup process.
 
Reboot the server.
 
Start MSSQL$SBSMONITORING and SQLAgent$SBSMONITORING services.
 
In Server Management Console -> Monitoring and Reporting: run the "Set Up Monitoring Reports and Alerts wizard"
