If you create a multithreaded debugger program that runs different threads, and each thread debugs a separate user-mode program, your debugger program may incur a handle leak of two handles (one port handle and one semaphore handle) per debugged program.
When you are debugging a program, the system creates two handles that it stores in a thread-specific structure. These handles are not closed on thread exit.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Microsoft Windows 2000 Service Pack 4.
