When you edit the Group Policy object (GPO) Software Installation by using the Active Directory Users and Computers utility to configure the security permissions of the policy, the Domain local groups of the domain do not appear in the Select Users, Computers, or Groups dialog box.
You cannot add a Domain local group from the domain to the security permissions of the Software Installation policy settings that you configure.
This behavior occurs when you edit the Group Policy object in a child domain by using the Active Directory Users and Computers tool in a parent domain.
The Domain local groups of the parent domain appear in the Select Users, Computers, or Groups dialog box. However, the Domain local groups of the child domain do not appear.

To work around this problem, edit the Group Policy object by using the Active Directory Users and Computers tool in the child domain.
Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Microsoft Windows 2000 Service Pack 4.
