FIX: A UNION ALL View May Not Use Index If Partitions Are Removed at Compile Time

SYMPTOMS

A query against a UNION ALL view may not use an available index if the query specifies a literal value in the WHERE clause that allows the optimizer (based on constraint information) to remove one or more branches from the UNION view.
