Non-Administrator Users Cannot Retrieve Win32_WMISetting Data in Windows Management Instrumentation

In Windows Management Instrumentation, only administrators can successfully retrieve fully populated instances of Win32_WMISetting.
The Win32_WMISetting class retrieves the majority of its property data from the system registry. The Win32_WMISetting provider (Wbemcore.dll) opens the associated registry key for full access when it enumerates this class. By default, non-administrator users only have read access to this key. The result is that the provider does not open the key, and does not fully populate the properties of Win32_WMISetting.

The dates and times for these files are listed in coordinated universal time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time tool in Control Panel.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Microsoft Windows 2000 Service Pack 4.
