POP3 And IMAP4 cluster resources are not created when you create a new Exchange Virtual Server cluster

When you create a new Exchange Virtual Server cluster in Exchange Server 2003, resources for Post Office Protocol version 3 (POP3) and Internet Message Access Protocol, Version 4rev1 (IMAP4) services are not created.

This issue occurs because Exchange Virtual Servers created on Exchange Server 2003 do not have resources for the POP3 and IMAP4 services created automatically. Exchange Server 2003 is designed to comply with the Microsoft Trustworthy Computing initiative. If you must use these services in an Exchange Server 2003 Exchange Virtual Server, you must manually add these resources to the Exchange Virtual Server.

To work around this issue, manually add the POP3 and IMAP4 resources to your Exchange Server 2003 Exchange Virtual Server.

1. Click Start, point to Programs, point to Administrative Tools, and then click Cluster Administrator.
2. Double-click Groups.
3. Right-click the Exchange Virtual Server group, point to New, and then click Resource.
4. Type a name for the resource, and then select the type of resource from the Resource Type list.
5. Click Next.
6. Make sure that all cluster nodes are possible owners of this resource, and then click Next.
7. Add a dependency on the Exchange System Attendant resource, and then click Next.
   
   Note If you receive a message that is similar to the following message, this means that there is no protocol virtual server defined in this Exchange Virtual Server object in the Active Directory directory service, the Exchange resources have already been created in the cluster administrator, or the account that is used to add the resources does not have Exchange Full Administrator account permissions:
   All the virtual server instances for this protocol are already in the cluster. ID no: c1037f37
8. In the Virtual Server Instance dialog box, click the Protocol Server Instance for this resource in the list, and then click Finish.
   
   Note There may be only one Protocol Server Instance listed.
9. Make sure that the Startup Type (POP3/IMAP4) service is set to Manual on all nodes in the cluster.
   
   By default, the services are disabled. If the startup type is not set appropriately, the resources will not come online in step 10.
10. Right-click the new resource, and then click Bring Online.

After you bring the resource online, clustered POP3 or IMAP4 services are available.

This behavior is by design.
