Removable Storage Device Does Not Work After It Is Removed and Reinserted

SYMPTOMS

When you try to use a previously installed removable storage device (for example, a removable CD-ROM drive for a portable computer), the device does not work. When you view the properties for the problem device in Device Manager, you receive the following message:
This device is not working properly because Windows cannot load the drivers required for this device. (Code 31)

CAUSE

This problem may occur when you:
  1. Install a new removable storage device (for example, a memory card, a PC Card storage device, or a USB storage device).
  2. Remove the previously-installed removable storage device from the computer.
  3. Reinsert the previously-installed removable storage device.
When this sequence of events occurs, Windows 2000 may not clean up a reference to the removed device. This prevents the device from being enumerated and configured correctly when it is reinserted.

RESOLUTION

Hotfix Information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem.
