Deadlock on Wldap32.dll Causes InetInfo.exe to Stop Responding

SYMPTOMS

Your Windows 2000-based computer may experience some of or all the following symptoms:

Port 25 connections are refused.
Server performance is sluggish.
Microsoft Exchange Server does not deliver mail.
Performance Monitor stops responding (hangs).

CAUSE

This issue may occur if the InetInfo.exe program stops responding while it tries to link with a deadlocked Wldap32.dll client library.

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem.
