NTSC-J, PAL, or SECAM-formatted TV tuner no longer works correctly after upgrade to DirectX 9.0b

SYMPTOMS

After you install DirectX 9.0b, your NTSC-J, PAL, or SECAM-formatted TV tuner may no longer work correctly. For example, if you are using an ATI PAL capture card, the bundled software may no longer permit you to configure the tuner or to switch channels.

When you install this update, DirectX Hotfix – KB825116 appears in the Add/Remove Programs list (in Control Panel, double-click Add/Remove Programs).
