You Cannot Download Updates from Windows Update Web Site After You Accept the License Agreement

SYMPTOMS

You may experience one of the following symptoms:
When you connect to the Microsoft Windows Update Web site through Help and Support, and you start to download an update, after you accept the license agreement, you may receive the following error message:
Help and Support has encountered a problem and needs to close - Details : appname: helpctr.exe, modname: sptip.dll
When you connect to the Microsoft Windows Update Web site through the Help menu in Internet Explorer, and you start to download an update, after you accept the license agreement, Internet Explorer may close, and the download may not continue. You do not receive an error message.

CAUSE

This behavior may occur if you have installed the Microsoft Office Speech Tools.

WORKAROUND

To work around this behavior, un-register the speech component of Office XP. To do so, follow these steps:
1.Click Start, click Run, and then type:
regsvr32 /u msctf.dll
.
2.Click OK.
Note After you un-register this component, you cannot use the Office XP speech tools.
