DRA Pending Replication Synchronizations Performance Counter Does Not Return to Zero

The value of the DRA (directory replication agent) Pending Replication Synchronizations counter increases but never returns to zero as expected when the pending replication queue has no items in it. This problem may also cause monitoring programs such as Microsoft Operations Manager to issue false alerts about replication failures.

This problem occurs because the counter is incremented two times for each pending synchronization event but is decremented only one time when the synchronization is completed. This problem occurs if you have installed Microsoft Windows 2000 Service Pack 4 (SP4).
