Synchronizations counter increases but never returns to zero as expected when the pending replication queue
has no items in it. This problem may also cause
monitoring programs such as Microsoft Operations Manager to issue false alerts about replication failures.
CAUSEThis problem occurs because the counter is incremented two times for each pending synchronization event but is decremented only one time when the synchronization is completed. This problem occurs if you have installed Microsoft Windows 2000 Service Pack 4 (SP4). This problem also occurs if you have installed the hotfix that is described in the following Microsoft Knowledge Base article: 325378
