You receive a configuration error message when you use Information Rights Management in Office

SYMPTOMS

When you use Information Rights Management (IRM), you may receive the following error message:
Microsoft Office has detected a problem with your Information Rights Management configuration. You have pending changes to your system that require you to restart your computer. If this problem continues after you have restarted your computer, click Detect and Repair on the Help Menu.

CAUSE

This issue may occur if you are using any of the following programs that are known to interfere with IRM:
  • Kernel debugger
  • WindowBlinds
  • VMWare 4
  • Windows Server 2003 with hot patching (restart your computer to correct this issue)
  • IP Insight network monitoring tool
  • Lasertrak
These programs interact with Microsoft Windows or Microsoft Office in such a way that IRM detects critical files that have been modified and therefore IRM cannot confirm the integrity of the system.

WORKAROUND

To work around this issue, remove the program that is interfering with IRM. To do so, follow these steps:
  1. Click Start, click Control Panel, and then double-click Add or Remove Programs.
  2. Select the program that you want to remove, and then click Remove.
