Picture Manager 2003 may quit unexpectedly when started

SYMPTOMS

When you start Microsoft Office Picture Manager 2003, Picture Manager 2003 may quit unexpectedly, and you may receive the following error message:
Microsoft Office Picture Manager has encountered a problem and needs to close. We are sorry for the inconvenience.
If you view the details of the error message, you may receive an error signature that is similar to the following:
   AppName  AppVer      ModName      ModVer        Offset
   --------------------------------------------------------
   Ois.exe  11.0.5510.0 Kernel32.dll 5.1.2600.1106 00013887

CAUSE

This behavior occurs when the following conditions are true:
  • You are a limited or a restricted user on your Microsoft Windows XP computer.
  • The Internet temporary files settings have a path of a folder that you do not have permissions to access.

RESOLUTION

To resolve this behavior, follow these steps:
  1. Click Start, and then click My Documents.
  2. On the File menu, point to New, and then click Folder.
  3. Type Temp, and then press the ENTER key.
  4. Start Microsoft Internet Explorer.
  5. On the Tools menu, click Internet Options.
  6. On the General tab, click Settings in the Temporary Internet files area.
  7. Click Move Folder.
  8. Select the folder that you created in step 2.
  9. Click OK, and then click Yes when prompted to restart.
