A Visio 2007 or Visio 2003 Web Site Map diagram incorrectly indicates that there are broken hyperlinks

SYMPTOMS

In Microsoft Office Visio 2007 or in Microsoft Office Visio 2003, when you create a Web Site Map diagram, one or more hyperlinks may be incorrectly marked with a red X. The red X indicates that the hyperlink is broken, although the hyperlink functions correctly if you visit the Web site that is the basis for the Web Site Map diagram. Additionally, the Smart Tag displays the following error message:
Error (1:Unknown)
This problem occurs whether you create the Web Site Map diagram from a Web site, from a Visio-generated Web document, or from an HTML file.

CAUSE

This problem occurs when the Web Site Wizard processes hyperlinks that contain the following escape character sequence:
%20
This escape character sequence is used to indicate a blank space in the hyperlink path or to indicate a Web site that was generated by Visio and has links to other Visio Web documents that have blank spaces in the file path.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section of this article.
