FIX: You cannot install MSDE 2000 if the Server service is not running

SYMPTOMS

If you try to install Microsoft SQL Server 2000 Desktop Engine (also known as MSDE 2000) on a computer that does not have the Server service running, MSDE 2000 may not successfully install. If you specify a verbose log file for the setup, the following error message may be logged in the installation log:

Starting custom action InstallSQLAgentSecurity InstallSQLAgentSecurity failed (MyComputerName,LocalSystem,87).
Action ended 11:26:02: InstallFinalize. Return value 3.

Note You can enable verbose logging for the setup by using the /L*v switch. For example, see the following command-line statement:

setup.exe /L*v <Setup Log File Path>

WORKAROUND

To work around this problem, enable the Server service on the computer where you want to install MSDE 2000. To enable the Server service, you must first install File and Printer Sharing for Microsoft Networks. Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section. This problem was first corrected in Microsoft SQL Server 2000 Service Pack 4.

To install this hotfix, follow these steps:

Extract all the files from the hotfix installer, and then locate the Semnt.dll file.
Create the following two folders on the destination computer (where InstallPath is the location where you want to install MSDE 2000 [typically C:\Program Files\Microsoft SQL Server] and Instance_Name is the name of the instance that you want to use):
- <InstallPath>\<Instance_Name>\Binn
- <InstallPath>\80\Tools\Binn
Copy the Semnt.dll file to both of the folders that you created in step 2.
Run MSDE 2000 Setup.
