SYMPTOMS

If you try to install Microsoft SQL Server 2000 Desktop Engine (also known as MSDE 2000) on a computer that does not have the Server service running, MSDE 2000 may not successfully install. If you specify a verbose log file for the setup, the following error message may be logged in the installation log:
Starting custom action InstallSQLAgentSecurity InstallSQLAgentSecurity failed (MyComputerName,LocalSystem,87).
Action ended 11:26:02: InstallFinalize. Return value 3.
Note You can enable verbose logging for the setup by using the /L*v switch. For example, see the following command-line statement:
setup.exe /L*v <Setup Log File Path>

WORKAROUND

To work around this problem, enable the Server service on the computer where you want to install MSDE 2000. To enable the Server service, you must first install File and Printer Sharing for Microsoft Networks.
