FIX: Applications that use Message Queuing 3.0 and diagnostic tracing may stop responding

Applications that use Microsoft Message Queuing 3.0 (also known as MSMQ) may stop responding without any indication of why the application has stopped responding. One known example of this problem occurs when multiple Web clients access a Microsoft Internet Information Services (IIS) Web-based solution by using Message Queuing 3.0. The Web server may stop responding after several users have accessed the solution.

By default, diagnostic tracing is enabled in Message Queuing 3.0. Message Queuing initializes tracing in the Mqrt.dll DllMain function without the -DLL switch. Because of this behavior, applications that use Message Queuing and that activate diagnostic tracing may stop responding.

The English version of this hotfix has the file attributes (or later file attributes) that are listed in the following table. The dates and times for these files are listed in Coordinated Universal Time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time item in Control Panel.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section. This problem was first corrected in Microsoft Windows Server 2003 Service Pack 2.
