SYMPTOMS

Some Microsoft Windows XP client computers do not receive an IP address or may be assigned the same IP address from the Dynamic Host Configuration Protocol (DHCP) server. This problem may occur more frequently if many Windows XP client computers restart after a power outage. When this problem occurs, the DHCP scope may be exhausted prematurely.

CAUSE

This problem occurs because the Windows XP client computers try to use the same transaction ID to request an IP address from the DHCP server.
