"1607: Unable to Install InstallShield Scripting Runtime" Error Message When You Try to Update Virtual Machine Additions

When you try to update the Virtual Machine Additions for a Windows Server 2003 virtual machine in Microsoft Virtual PC 2004, you may receive the following error message:

This issue may occur when all the following conditions are true:

• The disk image for the Windows Server 2003 virtual machine that you are trying to update was created by using Connectix Virtual PC for Windows version 5.2 or earlier.
• You are trying to update the Virtual Machine Additions by using Microsoft Virtual PC 2004.
• You try to update the Virtual Machine Additions before the virtual machine has finished detecting new hardware after you upgrade to Virtual PC 2004.

To resolve this issue, let your virtual machine to finish detecting new hardware before you try to update the Virtual Machine Additions. Start your virtual machine, and wait five minutes before you try to update the Virtual Machine Additions. If you receive the error that is message described in the "Symptoms" section of this article, wait five minutes and try again. If you continue to experience this error message, restart your virtual machine, wait five minutes, and then try again.
