CAUSEThsi problem is caused because a value is missing in the registry that causes a version
comparison to fail. This prevents the localized resource files (MLLoadLibrary)
from loading. RESOLUTIONWarning If you use Registry Editor incorrectly, you may cause serious
problems that may require you to reinstall your operating system. Microsoft
