MUI functionality in Outlook Express 6.0 SP1 is affected by the MS03-014 cumulative update for Outlook Express

SYMPTOMS

When you install a localized Multi User Interface (MUI), the menus in Outlook Express 6.0 Service Pack 1 (SP1) continue to appear in English. This problem occurs after you apply the MS03-014 cumulative update for Outlook Express.

CAUSE

Thsi problem is caused because a value is missing in the registry that causes a version comparison to fail. This prevents the localized resource files (MLLoadLibrary) from loading.

RESOLUTION

Warning If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Microsoft cannot guarantee that you can solve problems that result from using Registry Editor incorrectly. Use Registry Editor at your own risk.

To resolve this problem, follow these steps:
  1. Start Registry Editor.
  2. Locate, and then click the following key in the registry:
    HKEY_LOCAL_MACHINE\Software\Microsoft\Internet Explorer\International
  3. On the Edit menu, point to New, and then click String Value. Modify the values as follows:
    • Value name: msimn.exe
    • Data type: REG_SZ
    • String: 6.0.2600.0-6.0.9999.9999
  4. Quit Registry Editor.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
