Error 25506 with HH.EXE, Error 25510, or Error 1904 when you install Office XP or an Office XP program

SYMPTOMS

When you install the English version of Microsoft Office XP or one of the Office XP programs listed in the "Applies to" section of this article) on Microsoft Windows NT 4.0, Microsoft Windows 98, or Microsoft Windows 98 Second Edition, you may receive an error message that is similar to the following:
Error 25506. Microsoft Office XP requires updated system files not detected on your computer. You must install the System Files Update prior to installing Office. C:\WINDOWS\HH.EXE is version 4.72.7322.0 when we require version 4.73.8412.0.
When you click OK to the error message, you may receive the following error message:
Microsoft Office Setup did not complete successfully. We are sorry for the inconvenience.
When you view the details of the error message, you receive an error signature that is similar to the following:
ProdCode: {90280409-6000-11D3-8CFE-0050048383C9}   ProdVer: 10.0.2627.01
Action: OSPNeedUpgrade   ErrNum: 25506   Err0: HH.EXE
Err1: 4.72.7322.0   Err2: 4 
When you install the Chinese (Simplified) version or the Korean version of Office XP or one of the Office XP programs listed in the "Applies to" section of this article on Windows NT 4.0, Windows 98, or Windows 98 Second Edition, you may receive an error message that is similar to the following:
Error 25510: Microsoft Office XP requires updated system files not detected on your computer. You must install the System Files Update prior to installing Office. filename is missing when we require version nnnn.
When you install the Chinese (Traditional), Chinese (Simplified), or Korean version of the Microsoft Office XP Multilingual User Interface Pack on Windows NT 4.0, Windows 98, or Windows 98 Second Edition, you may receive the following error message:
Error 1904: MSXML Error.

CAUSE

These problems may occur if you install a version of Office XP or one of its programs that does not include Microsoft Internet Explorer 5 on the installation CD. If you do not have Internet Explorer 5.01 or later installed on your computer at installation time, you will receive one of the error messages listed in the "Symptoms" section of this article.

RESOLUTION

To resolve this problem, install Microsoft Internet Explorer 6 or later on your computer, and then install Office XP or one of its programs.
