The mouse pointer or pen pointer briefly stops working in Windows XP Tablet PC Edition

When you use a mouse or a pen in Microsoft Windows XP Tablet PC Edition, the pointer may briefly stop working or appear to unexpectedly move to a different area on your screen.

The Tablet PC Input Panel component may cause a brief delay of the pointer that lasts approximately one-third of a second and sometimes up to many seconds. A delay may occur after you write something in Windows Journal or in OneNote and before the ink is displayed on the screen.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
