SYMPTOMS

When you click the scroll bar in a Microsoft Internet Explorer 6 Service Pack 1 (SP1) window, you may receive the following error message:
You do not have sufficient permission to perform this operation on this object. [Microsoft Internet Explorer - [E_ACCESSDENIED(80070005)]]
Note This problem only occurs with Internet Explorer 6 SP1. This problem does not occur with the original release version of Internet Explorer 6.

Registry information

Modify the registry as follows after you apply the hotfix:
  1. Click Start, click Run, type regedit, and then click OK.
  2. Locate the following registry key:
    HKEY_CURRENT_USER\SOFTWARE\Microsoft\Internet Explorer\Main
  3. Right-click the registry key that you located in step 2, click New, and then click Key.
  4. Type FeatureControl for the name of the new subkey, and then press ENTER.
  5. Right-click the FeatureControl subkey, click New, and then click Key.
  6. Type MOUSEDOWN_ACCESSDENIED_KB843199 for the name of the new subkey, and then press ENTER.
  7. Right-click the subkey that you created in step 6, click New, and then click DWORD Value.
  8. Type iexplore.exe, and then press ENTER.
  9. Right-click iexplore.exe, and then click Modify.
  10. In the Value data box, type 00000001, and then click OK.
  11. Click File, and then click Exit to quit Registry Editor.
File information
The English version of this hotfix has the file attributes (or later file attributes) that are listed in the following table. The dates and times for these files are listed in coordinated universal time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time tool in Control Panel.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
This problem was first corrected in Windows XP Service Pack Service Pack 2.
