You receive an error message that InfoPath cannot find or open a form when you click a hyperlink in Internet Explorer 6

SYMPTOMS

When you use Microsoft Internet Explorer 6 and you click a hyperlink to download a Microsoft Office InfoPath 2003 form, you may receive an error message that is similar to the following error message:
InfoPath cannot create a new, blank form. InfoPath cannot open the form. To fix the problem, contact your administrator.


You may also receive an error message that is similar to one of the following error messages, where user is the name of the current user, folder is a subfolder in the Temporary Internet Files folder, and filename.xsn is the name of an InfoPath 2003 file:
Form template: C:\Documents and Settings\user\Local Settings\Temporary Internet Files\Content.IE5\folder\filename.xsn
The following form template for the form cannot be found: C:\Documents and Settings\user\Local Settings\Temporary Internet Files\Content.IE5\folder\filename.xsn.

CAUSE

This issue can occur if InfoPath 2003 cannot find the downloaded file in the Temporary Internet Files folder for the current user.

RESOLUTION

To resolve this issue, download and install Microsoft Security Bulletin MS04-38.

To work around this issue, use either of the following methods.

Method 1: Use the Open command in Internet Explorer

  1. Start Internet Explorer.
  2. Click File, and then click Open.
  3. In the Open box, type the URL that you want to open, and then click OK.

Method 2: Empty the Temporary Internet Files folder

  1. Start Internet Explorer.
  2. Click Tools, and then click Internet Options.
  3. Under Temporary Internet files, click Delete Files, and then click OK.
  4. Click the link to download the InfoPath 2003 form.
