Quality Report Description:
When you go into the Additional Charges window in Service Management, and try to consolidate PO's for line items 1 and 3, the error message Violation of PRIMARY KEY constraint "PKSVC00710' Cannot insert duplicate key in object SVC00710 is returned.

Steps to Recreate:
1. Enter a service call.
2. Enter 3 lines in the addtional charges window for a service call.
3. Mark all 3 lines to create a PO.
4. Mark only lines 1 and 3 to colsolidate the PO.

Expected Result:
You can consolidate any of the lines for purchase orders. The system is not consistent on when the error message is received. I can mark lines 1 and 2 to consolidate, however if I then mark line 3 the error is displayed. If I first mark the consolidate buttons for lines 1 and 3 and then mark the create PO button, this seems to work. Actual Result: The error message Violation of PRIMARY KEY constraint "PKSVC00710' Cannot insert duplicate key in object SVC00710 is returned.
