SYMPTOMS

You cannot open or make a change to a Microsoft Office Visio 2003 drawing that is located on a Web server that is running third-party portal software. For example, when you try to open a Visio 2003 drawing that is located on a Plumtree portal, a blank Web page appears in your browser.

This problem occurs when Visio 2003 incorrectly encodes certain parts of the URL.
