information by calling the HwsService.GetAllActivityFlowsForUser method unless
they are participating in the activity flow. This behavior contradicts the
following description in the BizTalk Server 2004 documentation about "Observer": Users that are
members of this role are authorized to view the state of any instance of this
activity model during runtime, regardless of whether they are a participant in
