SYMPTOMS

When you call the sp_addmergepublication stored procedure from a Microsoft .NET Framework SqlClient application to create a new merge publication in Microsoft SQL Server 2000, you may receive an error message that is similar to the following:
System.Data.SqlClient.SqlException: A severe error occurred on the current command.
This problem occurs when the Active Directory directory service is not available. For example, the problem occurs when the SQL Server 2000 instance is not running in a domain.

Notes
•When you use the Microsoft Network Monitor tool to display the raw Tabular Data Stream (TDS) buffer that is received by the client application, the DONE_MORE|DONE_ERROR status is returned to the client without an error in SQL Server 2000.
•You will not receive an error message from an ODBC or OLE DB application such as Query Analyzer because the error flag in the TDS packet is ignored.

CAUSE

This problem occurs because the sp_addmergepublication stored procedure incorrectly calls the xp_MSADEnabled extended stored procedure when the @add_to_active_directory parameter is not equal to True.

RESOLUTION

Hotfix information

A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Only apply it to systems that are experiencing this specific problem. This hotfix may receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next SQL Server 2000 service pack that contains this hotfix.
