SYMPTOMS

A fix has been released that changes the behavior of the "Full Mailbox Access" feature in Microsoft Exchange Server 2003. Prior to this change, any user with the “Full Mailbox Access” permission for a mailbox also had the ability to “Send As” the mailbox owner.

CAUSE

The “Send As” permission has been implicitly included in the “Full Mailbox Access” permission. By customer request, this behavior has now been changed to allow granting “Full Mailbox Access” without having to also allow “Send As.”

This change is implemented in the following versions of Exchange Server 2003:
  • Microsoft Exchange Server 2003 Service Pack 1 with a Store.exe file version of 7233.51 or higher
  • Microsoft Exchange Server 2003 Service Pack 2 with a Store.exe file version of 7650.23 or higher
This change is not included with Exchange Server 2003 Service Pack 2. If you have been running the Exchange Server 2003 Service Pack 1 version of Store.exe that includes this change, and you upgrade to Exchange Server 2003 Service Pack 2, you must install the Service Pack 2 version of this hotfix to retain the new behavior.

RESOLUTION

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

If the hotfix is available for download, there is a "Hotfix download available" section at the top of this Knowledge Base article. If this section does not appear, contact Microsoft Customer Service and Support to obtain the hotfix.

Note If additional issues occur or if any troubleshooting is required, you might have to create a separate service request. Prerequisites

No prerequisites are required.

Restart requirement

You do not have to restart the computer after you apply the hotfix. However, the Microsoft Exchange Information Store Service and other dependant services will be restarted.

Hotfix replacement information

This hotfix does not replace any other hotfixes.

File information

The English version of this hotfix has the file attributes (or later file attributes) that are listed in the following table. The dates and times for these files are listed in Coordinated Universal Time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time tool in Control Panel.

There are three exceptions to the new “Send As” behavior for:
  • A mailbox owner
  • The associated external account for a mailbox
  • A delegate of the mailbox owner
If any of these three accounts have “Full Mailbox Access” permission, they can send as the owner without explicit "Send As" permission. A mailbox owner and the associated external account both have “Full Mailbox Access” permission by default, while delegate accounts do not.
