You cannot successfully run the Exchange Server Deployment Tools from a network share after you install Windows Server 2003 SP1

SYMPTOMS

After you install Microsoft Windows Server 2003 Service Pack 1 (SP1), you cannot successfully run the Microsoft Exchange Server 2003 Exchange Server Deployment Tools from a network share. When you try to run the Exchange Server Deployment Tools from a network share, an empty Exchange Server Deployment Tools window is displayed. The window contains the Back, Forward, and Home buttons. However, there is no effect when you click any one of these buttons. The information that is typically contained in the first window of the Exchange Server Deployment Tools wizard is missing.

You experience these symptoms when you use one of the following methods to run the Exchange Server Deployment Tools:

You run the Setup.hta program in the root of the Exchange installation files folder. Then, you click the Exchange Deployment Tools link.
You run the ExDeploy.hta program from the \support\ExDeploy folder of the Exchange installation files folder.

CAUSE

A security enhancement in Windows Server 2003 SP1 mandates that the ExDeploy.hta program can be run only from the Local Machine Zone. Therefore, the ExDeploy.hta program cannot be run over a network.

WORKAROUND

To work around this issue, run the Exchange Server Deployment Tools locally on the server. To do this, use one of the following methods:

Run the Exchange Server Deployment Tools from the Exchange 2003 installation CD by using the local server's CD drive or DVD drive.
Copy the Exchange installation files from the network share to the local server's hard disk drive.

When you run the ExDeploy.hta program from a local CD drive, DVD drive, or hard disk drive, you can see the fully populated window of the Exchange Server Deployment Tools wizard so that you can follow the wizard's steps.

Alternatively, you can download the updated version of the Exchange Server Deployment Tools to the local server's hard disk drive. To do this, visit the following Microsoft Web site:
