CAUSE
This problem may occur if the computer name includes 15 characters.
Note A computer name that includes 15 characters may be automatically generated during the installation of Windows Server 2003 in either of the following scenarios:

How to obtain the latest service pack for Windows Server 2003Hotfix informationA supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem. By default, when you install Windows Server 2003 SP1 or an x64-based version of Windows Server 2003, Telnet is installed. However, the Telnet service is disabled.
