SYMPTOMS

After you disconnect and then reconnect a serial cable, programs may not be able to use a serial modem device to make a telephone connection if the device is configured to accept incoming connections.

Additionally, when you use HyperTerminal, you may experience a Telephony API (TAPI) error. You may also be prompted to restart HyperTerminal. This problem occurs even after you make sure that a modem is installed by using the Phone and Modem item in Control Panel.

This behavior may also occur after you turn the modem off and then turn the modem on.

RESOLUTION

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem. This hotfix might receive additional testing.
