SYMPTOMS

On a computer that is running Microsoft Windows 2000, you may experience a delay of about 45 seconds when you use Internet Explorer to visit a Web site whose URL starts with https.

This problem occurs when all the following conditions are true:
  • The computer is disconnected from its domain.
  • You use your cached domain account to log on to the computer.
  • The Web site is outside the domain network.
  • The Web site uses Secure Sockets Layer (SSL) encryption.

WORKAROUND

To work around this problem, use a local user account to log on, and then visit the Web site.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
