WinINet ignores the policies that you set when you create a custom administrative template file in Windows XP with Service Pack 2

SYMPTOMS

When you create a custom administrative template file to customize Microsoft Win32 Internet (WinINet) settings on a Microsoft Windows XP Service Pack 2 (SP2)-based computer, WinINet ignores the policies that you set.

For example, when you define a Group Policy object (GPO) to turn on the Use HTTP 1.1 through proxy connections setting, the policy is applied, and the setting is turned on. However, WinINet ignores the policy and continues to use HTTP 1.0 for proxy connections.

CAUSE

This problem occurs because WinINet ignores the Policies registry key settings under the following registry subkeys:
HKEY_CURRENT_USER\Software\Policies\Microsoft\Windows\CurrentVersion\Internet Settings
HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\CurrentVersion\Internet Settings

Hotfix information

The Use HTTP 1.1 through proxy connections setting is turned on when Group Policy sets the ProxyHttp1.1 registry entry to 1 under the following registry subkey:
HKEY_CURRENT_USER\Software\Policies\Microsoft\Windows\CurrentVersion\Internet Settings
To locate the Use HTTP 1.1 through proxy connections setting, follow these steps:
1.Start Microsoft Internet Explorer.
2.On the Tools menu, click Internet Options.
3.Click the Advanced tab.
4.In the Settings box, locate HTTP 1.1 settings.

When the Security_HKLM_Only registry key is enabled after you apply this hotfix, the location where the following two settings are reflected and saved changes:
EnableHTTP1.1 (Tools- Internet Options - Advanced tab – Use HTTP 1.1)
ProxyHttp1.1 (Tools- Internet Options - Advanced tab – Use HTTP 1.1 through proxy connections)

If two options are changed from the setting of the default values like this, you have to change the registry setting. You can use the following ADM template example to push out the registry keys by using Group Policy:
