When you create a custom administrative template file to customize Microsoft Win32 Internet (WinINet) settings on a Microsoft Windows XP Service Pack 2 (SP2)-based computer, WinINet ignores the policies that you set.

For example, when you define a Group Policy object (GPO) to turn on the Use HTTP 1.1 through proxy connections setting, the policy is applied, and the setting is turned on. However, WinINet ignores the policy and continues to use HTTP 1.0 for proxy connections.

The Use HTTP 1.1 through proxy connections setting is turned on when Group Policy sets the ProxyHttp1.1 registry entry to 1 under the following registry subkey: To locate the Use HTTP 1.1 through proxy connections setting, follow these steps:

1.	Start Microsoft Internet Explorer.
2.	On the Tools menu, click Internet Options.
3.	Click the Advanced tab.
4.	In the Settings box, locate HTTP 1.1 settings.
