Internet Connection Firewall does not open a port to all the IP addresses on a network adaptor in Windows Server 2003

In Microsoft Windows Server 2003, Internet Connection Firewall (ICF) does not open a port to all the IP addresses on a network adaptor. ICF only opens the port to the most recently added IP address.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
