By default, the Intelligent Message Filter feature is installed with Microsoft Exchange Server 2003 Service Pack 2 (SP2). You must manually enable Intelligent Message Filter to obtain the benefits of this new message filtering technology. The Microsoft Exchange Server Intelligent Message Filter v2 Operations Guide describes the update process that keeps Intelligent Message Filter up-to-date.
