Error message when you try to install a Microsoft game: "Error -1607" or "Error -1628"

SYMPTOMS

When you try to install a Microsoft game, you receive one of the following error messages immediately after you start the installation:
Error message 1
Error -1607: Unable to install InstallShield Scripting Runtime
Error message 2
Error - 1628: failed to complete installation

RESOLUTION

Method 1: Rename the Installshield folder

  1. In Windows Explorer or in My Computer, open the following folder:
    DRIVE \Program Files\Common Files\
  2. Right-click the Installshield folder, and then click Rename.
  3. Type Installshield1, and then press ENTER.
  4. Again try to install the game. If the problem continues to occur, go to the next method.

Method 2: Download and install the latest Windows Installer package

To install the latest Windows Installer, visit the following Microsoft Web site:

Notes
  • Download the .msu or .exe file for your version of Windows.
  • "x86" means that you have a 32-bit version of Windows. "x64" means that you have a 64-bit version of Windows.
  • If you are not sure about which operating system you have, download and install the x64-based version. In the instructions, you will find information about the appropriate file to use.
A newer version than version 4.5 of the Windows Installer might be available. To search for a newer version, visit the following Microsoft Web site:

If the problem continues to occur, go to the next method.

Method 3: Locate and then close the files

To resolve this problem, locate, and then close Idriver.exe and Msiexec.exe.

For Windows XP

  1. Open the Task Manager. To do this, click Start, click Run, type taskmgr, and then click OK.
  2. In the Processes tab, in the Image Name column, find idriver.exe and msiexec.exe.
  3. Select each instance of both processes, and then click End Process.
  4. Click Yes on each Task Manager Warning popup window that you receive.
  5. Close the Task Manager.

For Windows Vista

  1. Open the Task Manager. To do this, click Start

    , type taskmgr in the Start Search box, and then click taskmgr.exe in the Programs list.
  2. In the Processes tab, in the Image Name column, find idriver.exe and msiexec.exe.
  3. Select each instance of both processes, and then click End Process.
  4. Click End Process on each Windows Task Manager popup window that you receive.
  5. Close the Task Manager.
If these steps do not resolve the problem, go to the next method.

Method 4: Create a new user account

Create a new user account that has administrative rights. Then, use this new user account to install the game.

To create a new user account, use one of the following methods, depending on your installation of Windows.

For Windows XP Home Edition or Windows XP Professional Edition when Windows XP is not connected to a domain

  1. Click Start, click Control Panel, and then click User Accounts.
  2. In the Pick a task list, click Create a new account.
  3. Type the name that you want to use for the account. Then, click Next.
  4. Click Administrator to select the account type, and then click Create Account.

For Windows Vista

  1. Click Start

    , and then click Control Panel.
  2. Click User Accounts and Family Safety.
  3. Under User Accounts, click Add or remove user accounts.
  4. Click Create a new account.
  5. Type the account name.
  6. Select the account type: Standard or Administrator.
  7. Click Create Account. Select the account that you just created.
  8. Click Create a password.
  9. Type a password for the user account. Also type a password hint.
  10. Click Create password.
  11. Log off your current account.
  12. Log back in by using your new account.
  13. Start the installation.

Method 6: Download and install the latest version of the .NET Framework

To do this, visit the following MSDN Web site:

Click the latest version of the .NET Framework.
