SYMPTOMS

When you try to sign up for an Xbox Live membership, you may receive the following error message:
This action cannot be performed at this time. Please try again later. For more information, go to www.xbox.com.

CAUSE

You receive this error message if you have already used the same credit card to create 10 accounts.
