THINGS TO TRY

To make your Friends list appear, follow these steps:

Turn off the Xbox 360 console, and then turn on the console.
Sign in to Xbox LIVE with the same profile that is missing the Friends list.
Ask someone from your Friends list to delete you from his or her Friends list.
Send a new Friends request to the same person.
Sign out of Xbox LIVE, and then sign in to Xbox LIVE again. Your Friends list should now appear in the Xbox Dashboard.
